A San Diego roof often lands as a large, time-sensitive bill. Equity, credit, and how fast the leak needs a crew decide the product more than a brochure APR.
Top Pro Roofing SD is a referral service. We do not install roofs, we do not lend, and we do not publish loan quotes. Call (760) 750-5557. We introduce a licensed independent C-39. You contract with that pro, and with any lender in your own name.
Price the work first on method pages: new roof cost in San Diego, tile roof replacement cost, and how much roofing costs. Then shop money against that written scope.
How the routes actually differ
You are usually choosing among a HELOC, a home equity loan, a cash-out refinance, contractor-referred third-party financing, HUD Title I, PACE, a personal loan, or a short card bridge. Cheapest on paper is not the same as available this week.
Equity products tend to take longer to close and to carry the home as collateral. Contractor-referred financing is often the fastest to fund. Promotional zero-interest periods can convert to a high back-dated rate if the balance is not cleared in time. Read that clause on the actual note, not the kitchen-table flyer.
Why homeowners finance at all
Cash reserves often lag a failing roof. A storm or an atmospheric river does not wait for a HELOC closing. The useful sequence is: stop interior damage, get a line-item bid, then pick a product that can fund on that calendar.
We will not invent county-wide installed totals, interest “savings,” or sample monthly payments. Those numbers belong to the lender’s disclosure and the C-39’s written bid.
Option 1: HELOC
A HELOC is a revolving line secured by home equity. You draw as invoices come in and pay interest on what you actually take. Combined-loan-to-value, credit, and income rules belong to the bank or credit union, not this page.
Fits: equity, time to close, and a job that can wait on underwriting.
Watch: variable rate, home as collateral, and a closing that will not save an active leak this week.
Option 2: Home equity loan
Same collateral idea, different shape: a lump sum, a fixed rate, and a fixed payment. Useful when the roof cost is known and you want payment certainty.
Watch: you pay interest on the full advance from day one. Closing costs and funding time still sit on the lender’s sheet. Ask whether a cash price on the roofing bid is different from a financed price.
Option 3: Cash-out refinance
This replaces the first mortgage with a larger one and takes cash out. If your existing rate is far below today’s market, the cost of rewriting the whole balance can swamp the roof line. If your rate is already near market, or you are consolidating other debt, the math can look different. Run it against keeping the first mortgage and adding a HELOC.
Option 4: Contractor-referred financing
Many San Diego roofers present “our financing.” It is usually a third-party lender (names change). Approval can be same-day. The lender pays the roofer on a schedule in the contract.
Fits: little usable equity, an active leak, and a written plan to clear a promo window if one exists.
Watch: deferred interest, a marked-up contract price that hides the lender fee, and signing the note the same afternoon as the first bid. Ask for cash price and financed price on the same scope.
Option 5: FHA Title I
HUD Title I is a federally insured property-improvement loan through approved private lenders. A roof that protects the dwelling is the kind of work the program is built for. HUD publishes the current single-family maximum and the security rules for smaller versus larger amounts. Read HUD, not a blog recap, for the cap that applies the week you apply.
Fits: a scoped asphalt or modest repair job inside the program’s current limit, especially when equity is thin.
Watch: a large tile replacement can exceed the program. Lender inventory is smaller than kitchen-table contractor finance.
Option 6: PACE
California PACE funds qualifying energy work through an assessment on the property-tax bill. Cool roofs that meet the current the California energy standards path for this address, if that path applies, and some solar-ready packages are the usual roofing fit. Program overview: California Energy Commission. Do not treat the California energy standards as a default on every steep-slope house.
Watch: the assessment is a senior lien. Some mortgage lenders want it cleared at sale or refinance. Door-to-door PACE history in California is a reason to read every disclosure. Compare total cost over the years you actually plan to hold the house.
Option 7: Credit card (narrow use)
A revolving card is a poor long-term roof loan. Two honest uses: a documented 0% purchase or transfer window you can actually clear before it ends, or a short bridge until a HELOC funds, paid the day that line closes. Transfer fees still count. We will not invent APRs.
Option 8: Unsecured personal loan
Banks, credit unions, and online lenders sell fixed-term unsecured loans. Funding can be days, not weeks. No lien on the house. The rate and payment sit between cheap equity products and expensive contractor standard APR for many borrowers. Interest is generally not mortgage-interest deductible. Confirm with a CPA.
Time to fund versus collateral
When water is in the ceiling, calendar beats brochure rate.
| Option | Typical funding window | Collateral | Rate character |
|---|---|---|---|
| HELOC | Weeks, lender calendar | Home | Usually lowest when you qualify |
| Home equity loan | Weeks | Home | Low, fixed |
| Cash-out refinance | Often a month-plus | Replaces first mortgage | Depends on the rate you give up |
| Contractor-referred | Same day to about a week | Usually none | Promo low, standard high |
| FHA Title I | Weeks, HUD lender | HUD rules by amount | Below many unsecured options |
| PACE | Weeks | Tax assessment | Mid, long term |
| Credit card | Immediate | None | Highest if you carry a balance |
| Personal loan | Days | None | Mid |
Those windows are order-of-magnitude, not a quote. Your lender’s letter controls.
How to choose from the situation you are in
Equity, strong credit, no leak emergency: HELOC or home equity loan. Compare both on the same roof bid.
Equity but thinner credit: ask a credit union and a HUD Title I lender. Do not assume a big-bank HELOC is the only door.
Active leak, work needed in days: contractor-referred financing or a personal loan as a bridge, with a written plan to refinance into cheaper money if that is the intent.
Roof plus cool roof or solar-ready work: get a PACE quote and a HELOC quote on the same improvements. Hold period and lien risk decide it.
Little or no equity: Title I, personal loan, or contractor-referred. Skip PACE unless you have walked the lien with someone who closes real estate here.
Selling within a couple of years: avoid loading a long PACE assessment or a cash-out with high closing costs you will not recoup. HELOC or a short personal loan is usually cleaner.
Insurance money that arrives in two checks
When a claim is paying (wind, fallen tree, fire), carriers often pay actual cash value first and recoverable depreciation after completion paperwork. That gap is a cash-flow problem, not a new roof type. See does insurance cover roof replacement in California and roof leak insurance.
Ask whether the matched roofer will accept the first check and wait on the depreciation check sent to them. A short personal loan or promo card can bridge. PACE is the wrong tool for a six-week carrier lag.
Tax notes, not tax advice
Under current federal rules, interest on home-equity debt is generally deductible only when the funds buy, build, or substantially improve the home that secures the loan, subject to overall mortgage caps. A full roof replacement is usually that kind of improvement. Unsecured personal-loan and card interest is not. PACE mixes property-tax treatment under the SALT cap with financing cost that is murkier.
Many households take the standard deduction and never itemize. Read the IRS and ask a CPA. This page is not a tax opinion.
Working a roofer who offers financing
- Get the bid both ways: cash versus financed, same scope.
- Read deferred-interest language. “No interest for 12 months” often means no interest only if paid in full, otherwise interest from day one.
- Do not sign the note the same hour as the first bid. A credit-union HELOC quote is a fair comparison.
- Confirm the loan is in your name. Standard unsecured contractor finance should not put a surprise lien on title. Some PACE-style products do.
- Verify the C-39 at CSLB before any financing conversation.

FAQ
How fast can financing and the install line up? Contractor-referred approval can be same day. The roof still waits on materials, access, and weather. HELOC and Title I follow lender calendars measured in weeks.
Will a HELOC application hurt my credit? A hard inquiry can move a score a few points for a while. Ask the lender how they pull.
Can I finance with thin equity? Title I, contractor-referred products, and personal loans are the usual doors. HUD’s current Title I maximum still applies. We will not invent a rate.
Is PACE a trap? It is a senior tax lien with a long term. For a long-hold cool-roof or solar-ready job with thin conventional equity, it can be a fit. For a leak this month on a house you might sell, it is usually the wrong shape.
Should I wait for rates to drop? If the roof is still shedding water, interior damage usually costs more than a hypothetical later rate. Get the roof on. Refinance later if the market actually moves.
Bottom line
Do not finance on the first product a salesperson opens. Written roof bid. HELOC or credit-union quote. Title I quote if the job may fit HUD’s current cap. Then judge contractor financing on its own documents.
