A free roof estimate is a sales visit: a price for work they hope you buy. A paid roof inspection is a dated, signed report with photos. Mixing them up is how people either buy a reroof they did not need or show up in escrow with nothing a lender will accept.
Top Pro Roofing SD is a referral service. We do not inspect, we do not certify roofs, and we do not hold a C-39. Call (760) 750-5557. We will introduce a licensed local roofer. Ask them which product they are selling before they climb.

What a free estimate actually is
A San Diego estimator walks the roof for a short visit, takes phone photos, and writes a quote. That is the product.
There is no signed condition report. If they say “you have a few years left,” that opinion lives in a text. You cannot hand it to an adjuster, a buyer, or a lender. Claim phrasing is a different problem: what not to say to a roof insurance adjuster.
A free estimate is a marketing cost for the contractor. That model is fine when you are shopping repair or replacement. It is a bad substitute for documentation.
A free estimate is not:
- A third-party record of condition
- A certification
- Neutral (they earn the job if you sign)
- A claim or escrow document
None of that is automatically shady. It is a bid.
What a paid inspection actually is
You are buying documentation, not a price.
A real inspection usually includes:
- A walk of accessible roof surfaces plus interior checks (attic, stains, penetrations from below) when access exists
- A written report with photos, locations, and severity
- Remaining-life language and now-vs-later items, written as that inspector’s opinion
- Name, license or certification, date
- Recourse if they miss something obvious: you are paying a professional, not collecting a flyer
The IBHS roof checklists are a useful picture of what a method looks like. An estimate does not follow that method.
Confirm with CSLB whether this scope needs a C-39. Read the current classification and any exemption text rather than this blog. Verify: CSLB license check.
Cost: product, not a printed county table
A free estimate is $0 by definition. Paid inspections charge for time on the roof, attic access, drone or steep-slope gear, infrared on low-slope, and report writing. We will not publish fake San Diego fee bands. Ask for the fee and a sample report before they schedule. Pricing context without treating this page as a rate card: roof inspection cost.
You are paying for a document you can defend. That is not the same SKU as a kitchen-table quote.
When the free estimate is the right tool
- You already decided to repair or replace and you are comparing bids
- You want three C-39 takeoffs on the same scope
- You need a ballpark before you set a budget, knowing it is still a sales number
- You have an obvious active leak and you need a repair price, not a 20-page narrative
In those cases you are shopping. Use how to compare roofers.
When you need the paid report
| Situation | Why a quote fails |
|---|---|
| Buying | Lender, agent, and you need a third-party document |
| Selling / listing | Disclose condition; reduce last-minute credits. Roof certification for a sale |
| Insurance claim | Adjusters want dated photos and a signed damage narrative |
| After a named storm | Timestamped evidence tied to an event, not a quote weeks later |
| Escrow | Coastal listing agents in Encinitas, Cardiff, Solana Beach, La Jolla, Del Mar often want a certification, not a bid |
| Tracking year to year | You want a baseline |
| Symptoms without a clear leak | You need a method, not a guess |
California carriers have tightened underwriting on older roofs. Renewal, a new policy, or a claim is a paperwork problem. Coverage triggers: does homeowners insurance cover roof leaks.
Sales pressure that lives inside “free”
Common San Diego patterns:
- Minor issues described as a full reroof
- A same-day discount that was never a real list price
- Sleep-tonight urgency with no photo of a hole
- “Replace roof” with no underlayment, flashing, ventilation, or tear-off
- A cheap opener that grows with change orders
Those tactics are not automatically illegal. They work when you get one visit and pick whoever sounded sure.
A paid inspection changes the incentive: they already got paid for the report. Some still hope to sell the job. Read the report anyway, then bid the work separately if you want a cleaner split.
How to tell which one they are selling
“Inspection” is used loosely. Ask before they arrive.
| Ask | Estimate | Real inspection |
|---|---|---|
| Fee? | Free | A number, with what is included |
| Deliverable? | A quote | Photos, narrative, signed assessment |
| Time on site? | Short walk | Hours, plus desk time for the report |
| Attic? | Often no | Yes, if it is accessible |
| Insurance or escrow? | Usually no | Formatted for that use |
| License on the document? | Maybe on the quote | License, signature, date, photos |
If they say “full inspection, free,” ask for a sample report from a prior job. No sample usually means a sales visit. Checklist of what a real visit should cover: roof inspection checklist.
How a decent contractor keeps them separate
Estimates. You already want work. They measure, spec materials, and quote. No obligation. They should expect you to get other bids.
Paid inspections. You need a document. The report should remain yours if you hire someone else for the work. Fee quoted before the appointment.
If signs you need a new roof already match what you see, you are probably shopping estimates. If escrow is next month, you want the inspection. If you are unsure, say so on the call. We will match you to a roofer who will tell you which product they sell.
FAQ
Can they apply the inspection fee to the job? Sometimes. That can be fair or it can lock you in. The report should still be usable if you hire a different C-39.
Will insurance accept a free estimate? Almost never for a claim. They want a dated, signed report with photos.
How long does a paid inspection take? Ask that contractor. Time on site plus report turnaround varies with access, tile vs shingle, and whether they enter the attic.
Do I need one on a young roof? Usually only for a transaction or a specific event. Ground-level looks after storms still help. They are not a signed report.
Home inspector vs C-39? A home inspector is a generalist. Many will not walk tile. For a roof certification or claim narrative, you want a C-39 (or a roof inspector who will sign that document).
The free visit found something scary. Keep the photos. Get a paid report from a different company before you buy a reroof.
How often? Ask the inspector what they wrote for remaining life. After major storms, before listing or buying, and when a carrier asks for proof. We will not invent a one-size calendar.
Short version
Free estimate when you are shopping. Paid inspection when you need a document. Ask about fee, written report, and license on the page.
