The short version
If you are replacing the roof covering in San Diego County, plan on a building permit. Ask the matched C-39 and the authority having jurisdiction (AHJ) who must pull and sign it on this parcel. You should get the permit number and, later, the closed record.
Inside the City of San Diego, inspectors work off Information Bulletin 123, Minimum Standards for Renewal of Roof Covering. That bulletin is the named public checklist for underlayment, flashing, ventilation, and cool-roof notes. Other cities adopt the California Building Code with their own handouts. Confirm the current packet with the authority having jurisdiction (AHJ) for your parcel: city building division or County of San Diego for unincorporated land.
Fees, nail schedules, ventilation ratios, and energy notes are not one county-wide number. Ask the contractor to list permit and plan-check as a line on the bid, then confirm the fee on the AHJ’s published schedule. We will not invent city-by-city dollar ranges here.
Skip the permit and three later problems show up: disclosure at sale, insurance questions on a roof claim, and code enforcement if someone reports the work.
If you are planning the reroof itself, roof replacement covers the project. This page is the permit side. Top Pro Roofing SD refers. We do not install. Call (760) 750-5557.
When a roof permit is required
Every San Diego city and the county adopt the California Building Code, then add local handouts. The AHJ decides what needs a permit on your job. The usual pattern:
| Roofing work | Permit? | Why you still confirm with the AHJ |
|---|---|---|
| Full reroof (tear-off plus new covering) | Almost always yes | New covering, deck inspection |
| Overlay (second layer) | Almost always yes | Extra dead load, inspection |
| Sheathing or deck replacement | Yes | Structural |
| Adding roof insulation | Usually yes | Energy review |
| Solar | Yes (roof, electrical, or combined) | Attachment and electrical |
| Skylight add or replace | Usually yes | Framing and flashing |
| Single shingle or one pipe boot | Often no | Maintenance, but dollar and scope tests vary |
| Small leak patch | Often no | Repair vs replacement is the fight |
| Gutters or moss cleaning | No | Maintenance |
Overlays catch people. Adding a second layer is still a permit job in every San Diego jurisdiction we see. Do not assume “we are not tearing off” means no permit.
Repair vs replacement is the other trap. A storm-torn strip can be a repair. New underlayment plus a large field of new shingles often looks like replacement to the permit counter. Confirm with the AHJ and the contractor, not with a round dollar cutoff from a blog. For the project decision, see repair vs replace and the 25 percent rule for California roofing.
How the permit process actually works
- The contractor submits the application to the City of San Diego, the County, or your city.
- The packet includes scope, materials, stated value, and the contractor’s CSLB number.
- Review. Straightforward residential reroofs are often over-the-counter or same-day online. Structural work or a coastal-zone issue can take longer. Ask the AHJ for current turnaround.
- Permit issued. Work can start under the permit conditions.
- Mid-progress inspection, typically after tear-off and before the new covering hides the deck.
- Final inspection after the covering, flashings, and ventilation are in.
- Sign-off. The closed permit is the record you keep for sale and insurance.
Ask the matched roofer for a calendar that includes inspection holds. Coastal Development Permit (CDP) zones in Encinitas, Solana Beach, Del Mar, and Cardiff can add review if the job changes height, slope, or a view-sensitive profile. Like-for-like reroofs often stay on a building permit only. Confirm before you assume. Material choice in salt air is a separate page: best roof material for coastal climates.
Permit fees: how to get a real number
Fees vary by city, by stated job value, and by whether plan check applies. They usually bundle the building permit, any plan-check charge, and small state surcharges such as SMIP. The jurisdiction collects them. They are not the contractor’s profit line.
How to price them without guessing:
- Ask the contractor which AHJ they will file with (city vs county).
- Look up that AHJ’s current residential reroof fee schedule. City of San Diego starts at Development Services. Chula Vista, Carlsbad, Oceanside, Escondido, Encinitas, and the County each publish their own.
- Match the fee on the bid to that schedule. If permit is missing from the quote, ask why.

What inspectors actually check
Checklists live in IB-123 inside the City of San Diego and in local handouts elsewhere. Confirm the current list with the inspector’s office. In practice, homeowners see two visits:
| Stage | What they typically verify |
|---|---|
| Mid-progress (deck) | Deck condition, replaced sheathing, nailing pattern required by that AHJ, underlayment type and laps, valley metal, drip edge |
| Final | Covering, penetration flashings, step flashing at walls, chimney, ventilation as required on the approved plan, ridge details, fire classification of the listed product, address visibility |
| Solar combo | Mount flashings, structural notes, electrical bond |
| Re-deck | Panel grade and thickness, edge nailing per the approved detail |
Coastal inspectors may also ask for wind-uplift listings and corrosion-resistant metals. That shows up on metal and on tile fasteners near the water.
A correction notice is normal. The contractor fixes it and calls for reinspection. That is the system working before finish work hides a miss.
Who pulls the permit
Ask the matched C-39 and the AHJ who must pull the permit and whose signature the counter wants on this job. Confirm that answer in writing on the bid. Then verify the license at cslb.ca.gov before anyone files.
An owner-builder permit is for a homeowner who is genuinely doing the labor. It is not a loophole so a contractor can stay off the paperwork. Confirm with the AHJ and CSLB if you are truly DIY.
Why that matters:
- The CSLB number on the permit is your complaint path at cslb.ca.gov.
- If you pull owner-builder and hire unlicensed labor, injuries and code problems sit on you. CSLB consumer protection does not apply the same way.
- A contractor who asks you to pull the permit on a full reroof is a walk-away signal. Confirm that reading with the AHJ.
Ask: “Who is pulling the permit, is it on the bid, and will you send me the issued copy?” Then confirm the same names with the AHJ.
What happens if the roof was done without a permit
Resale. California sellers disclose unpermitted work on the Transfer Disclosure Statement. Buyers walk, cut the price, or demand a retroactive permit. Retroactive permits can mean opening finished work for inspection. Ask the AHJ what that path costs on your house. Do not budget from a blog multiplier.
Insurance. On a roof-related claim, some carriers ask for the permit record. Unpermitted work can become a coverage fight. Some carriers also reinspect and raise issues at renewal.
Code enforcement. A neighbor or HOA complaint can bring a stop-work or a demand to open the work. Less common on a finished reroof, still real in HOA-heavy tracts such as Carmel Valley and parts of Rancho Bernardo. See Carmel Valley HOA roof requirements. Rebuilding a valley as a system, not a smear of sealant, is permit territory: roof valley repair.
Extra reviews: coastal, structural, solar, historic
Coastal Development Permit. West of the coastal-zone boundary, a change in height, slope, or a tall new profile can trigger CDP review. Confirm with planning, not only with the building counter.
Structural. Added rafters, sistered members, a big deck-thickness change, or a slope change usually needs engineering and a longer plan check. The AHJ sets that clock.
Solar combo. Reroof plus solar can be one combined permit or two parallel permits. Both get inspected. Doing them together avoids taking panels off twice.
Historic. Old Town, parts of Mission Hills, and other overlay zones can review color and profile before the building permit issues.
How to verify the permit was pulled
- Get the permit number when work starts.
- Look it up on the AHJ portal (City of San Diego, Chula Vista, Carlsbad, County of San Diego, and others publish search tools).
- After final, save the closed record or certificate of completion with the house file.
If the contractor stalls, invents a number, or says a full reroof “does not need a permit,” get a second opinion and check the license at cslb.ca.gov.
FAQ
Do I need a permit to replace my roof in San Diego?
Plan on yes for a full reroof in every county jurisdiction. Minor maintenance may be exempt. Confirm the line with your AHJ and the contractor pulling the job.
How much does a roof permit cost?
Whatever that AHJ’s current fee schedule says for your stated value. Ask for the line item and look it up. We will not publish a fake county range.
Can I pull the permit myself?
Not as a workaround when a licensed contractor is doing the labor. Owner-builder is for work you actually perform. Confirm with CSLB and the AHJ if you are truly DIY.
How long does permitting take?
Many straight residential reroofs issue in a few business days. Coastal, historic, or structural work can take weeks. Inspections add hold points during the job. Ask the AHJ and the contractor for current timing.
What if the roofer says no permit is needed?
Get a second opinion. A full reroof or overlay needs a permit. Check the license before you hire.
Does insurance need the permit?
Some carriers ask up front. Many ask only at claim time. Keep the closed record.
Building permit vs Coastal Development Permit?
A building permit is construction inspection by the city or county. A CDP is extra coastal-resource review. Most like-for-like reroofs in coastal cities stay on the building permit. Profile, height, or view changes can add CDP. Confirm with planning.
Bottom line
The permit is how the deck, nailing, flashings, and listed products get checked before they are buried. It is also the file you want at sale and at claim time.
Vet roofers with one clean question: who pulls the permit, and will you get the number and the close-out. Anyone hedging on a full reroof is the wrong bid.
